Vietnamese electric vehicle giant VinFast has just signed a fresh deal with the Tamil Nadu government to massively expand its factory in Thoothukudi. The company is grabbing an extra 200 hectares of land right next to its existing plant inside the SIPCOT Industrial Park, and itโs ready to pour in another $500 million to set up brand-new production lines dedicated to electric buses and electric scooters.
This move marks the second phase of VinFastโs huge $2 billion commitment to India. Once completed, the expanded facility will handle everything from manufacturing and assembly to testing and quality checks for these two-wheeler and commercial electric vehicles.
Right now, VinFastโs Thoothukudi plant sits on 160 hectares and already runs world-class assembly lines. It started with a capacity of 50,000 electric cars per year, but the company is quickly ramping that up to 150,000 units annually.
Under the new agreement, the Tamil Nadu government will fast-track all required approvals and make sure the site gets proper roads, reliable electricity, water supply, drainage, and waste-management systems. The state will also roll out tax breaks, financial incentives, and other benefits as per current industrial policies.
Pham Sanh Chau, CEO of both Vingroup Asia and VinFast Asia, said: โBy growing our Tamil Nadu operations, we can now offer Indian customers not just electric cars but also electric buses and scooters. This expansion will create thousands of new jobs, push local sourcing of parts higher, and help upskill workers in the region. We see Tamil Nadu as a key launchpad for our worldwide growth and a major partner in Indiaโs shift toward cleaner transportation.โ
Tamil Naduโs Industries Minister TRB Rajaa welcomed the announcement and added: โVinFastโs decision to bring electric bus and scooter production here gives a massive push to our stateโs โ and the countryโs โ green transport goals. We are fully committed to giving the company every support it needs so that their business prospers and keeps generating quality employment for our people.โ
Since entering India, VinFast has been building a complete EV ecosystem: factories, dealerships, charging stations, service centres, and even battery-recycling units. At the moment, they already have 24 showrooms in major cities and plan to reach 35 by the end of this year.

With this latest half-billion-dollar investment, VinFast is clearly doubling down on Tamil Nadu and positioning the state as its main hub for multi-segment electric vehicles in India. The new electric bus and e-scooter lines are expected to create thousands of direct and indirect jobs while helping India cut down on pollution and oil imports faster.
